Kim Jong Il enjoys performance of art propaganda team

    Pyongyang, July 17 (KCNA) --Leader Kim Jong Il on Monday enjoyed a performance of the art propaganda team of the air force headquarters of the KPA. Appreciating the performance together with him were KPA generals Ri Myong Su, Hyon Chol Hae and Pak Jae Gyong, secretary of the WPK central committee Kim Kuk Thae, director of the propaganda and agitation department of the WPK central committee Jong Ha Chol, editor-in-chief of Rodong Sinmun Choe Chil Nam, director general of the KCNA Kim Ki Ryong, chairman of the Radio and TV Broadcasting Committee of the DPRK Cha Sung Su, and first vice department directors of the WPK central committee Ri Yong Chol, Jang Song Thaek and Ri Je Gang.
    In their colorful repertoire including accordion trio and song "Let's sing of paternal love", dialogue and poem "I specially love pilots", solo "Let's sing of pride of having the general" and agitation and solo pangchang "Song of comradeship" the performers truthfully represented the invincible might of the KPA which has been trained into a matchless army under the loving care of the great brilliant commander and the iron faith and will of the servicemen to devotedly defend the headquarters of the revolution and accomplish the revolutionary cause of Juche with arms under the guidance of Kim Jong Il.
    And they clearly proved the validity and vitality of the WPK's policy on the art propaganda of anti-Japanese guerrilla style and strikingly demonstrated the might of the soldier-artistes who are creditably fulfiling their militant mission as honorable soldiers standing on the first line of the ideological front.
    Kim Jong Il was greatly satisfied with the successful performance given by the members of the art propaganda team of the air force headquarters as befitting artistes of the revolutionary army and highly praised them for their achievements made in instilling confidence of certain victory, optimism and the spirit and courage to annihilate the enemy into the servicemen through their energetic revolutionary and militant art propaganda activities.


DPRK-Laos joint communique issued

    Pyongyang, July 17 (KCNA) -- A DPRK-Laos joint communique was released in Vientiane today. The communique says:
    1. Kim Yong Nam, President of the Presidium of the Supreme People's Assembly of the DPRK, paid an official goodwill visit to the Lao People's Democratic Republic from July 14 to 17, 2001, upon the invitation of Khamtay Siphandone, President of the LPDR.
    2. During the visit Kim Yong Nam had talks with Khamtay Siphandone and received Boungnang Vorachit, prime minister of the Lao government, and Samane Vignaketh, chairman of the Lao National Assembly, when they paid courtesy calls on him.
    He laid a wreath before the monument to unknown soldiers, visited the Kaysone Phomvihane Museum and cultural and economic establishments in Vientiane and Luang Prabang Province.
    3. At the talks both sides informed each other of the situation in their countries and exchanged broad-based views on the issue of strengthening and developing the traditional friendly and cooperative relations between the two countries in all fields and on regional and international issues of mutual concern.
    The talks proceeded in a comradely and friendly atmosphere and a full consensus of views was reached on all the issues discussed.
    4. Both sides noted with satisfaction that the traditional relations of friendship and cooperation between the two countries which were provided by President Kim Il Sung and Kaysone Phomvihane and are being carried forward by Khamtay Siphandone and leader Kim Jong Il are steadily growing stronger and developing in line with the desire of the two peoples and the trend of the times towards peace and cooperation.
    5. The DPRK side congratulated the Lao people on their great successes made in their efforts to consolidate and develop the people's democratic system and achieve the progress of the country and estimated the daily rising role and position of the LPDR in the regional and international arena.
    It hoped that under the wise leadership of the Lao People's Revolutionary Party headed by Khamtay Siphandone the fraternal Lao people would implement the decisions made at its 7th congress and achieve greater successes in carrying out the socio-economic development plan by the year 2020 to turn the country into a modern industrial state from an less developed one.
    6. The Lao side congratulated the Korean people on the shining successes made in their efforts to build a powerful nation despite economic difficulties caused by consecutive natural disasters and in the field of external relations pursuant to the independent foreign policy under the wise leadership of Kim Jong Il.
    It also supported and welcomed the historic inter-Korean summit held in Pyongyang last year and the June 15 North-South Joint Declaration adopted there and estimated the efforts made by the Korean people for its implementation.
    The Lao side stressed that the implementation of the joint declaration is in accord with the desire of all the Korean people to achieve the independent and peaceful reunification of the country and greatly conducive to ensuring peace and security on the Korean peninsula and in other parts of northeast Asia.
    7. Both sides expressed their common desire to continue to strengthen and develop the traditional good relations of friendship and cooperation between the DPRK and the LPDR in political, economic, cultural and other fields.
    It was in this spirit that during Kim's visit both sides signed the inter-governmental agreement on the prevention of double taxation on income and property, the agreement on cooperation in the field of public health and a 2001-2003 cultural exchange plan and agreed to continue pushing ahead with the work to conclude a treaty, agreements and contracts which would serve as a legal basis for developing bilateral cooperation in the future.
    8. Both sides underscored the need to intensify the exchange of delegations of high and other levels between the two countries with a view to further expanding and developing bilateral cooperation.
    9. Both sides recognized that peace, stability and cooperation for development are an international trend despite complicate world situation and agreed to strengthen support and cooperation in such international arena as the UN, the non-aligned movement and the ASEAN regional forum and other international organizations to this end.
    10. Both sides expressed satisfaction at the results of Kim Yong Nam's official goodwill visit to Laos and manifested belief that his visit would make a great contribution to strengthening and developing the traditional friendly and cooperative relations between the two countries in all fields.
    11. Kim Yong Nam expressed his heartfelt thanks to Khamtay Siphandone, the Lao government and people for according cordial and kind hospitality to him.
    12. Kim Yong Nam invited Khamtay Siphandone to pay an official goodwill visit to the DPRK at a convenient time.
    Khamtay Siphandone accepted it with pleasure.
    It was agreed to fix the date of the visit through a diplomatic channel.


Kim Yong Nam visits local area of Laos

    Vientiane, July 16 (KCNA correspondent) -- Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, and his party visited Luang Prabang Province between July 15 and 16. On July 15 they visited the textile exhibition hall in the province.
    That evening they attended a national ceremony of welcoming distinguished guests held according to the Lao custom and were invited to a dinner hosted by the governor of the province.
    On July 16 they visited the national museum in Luang Prabang city and some suite members looked round historical relics in the city.


U.S. anti-DPRK diatribe under fire

    Pyongyang, July 17 (KCNA) -- U.S. bellicose circles are letting loose sophism underscoring the need to carry out a "Missile Defense" plan, urging the DPRK to "give up its missile development." In this regard Rodong Sinmun today in a signed commentary says:
    An adviser to the U.S. Defense Secretary at a recent interview with the Japanese Yomiuri Shimbun groundlessly pulled up the DPRK. He underscored the need to establish the "Missile Defense" system (MD) to force the DPRK, etc. to "abandon their missile development."
    Dismissing this as sophism intended to justify the U.S. moves to establish MD censured and rejected worldwide under the pretext of the non-existent "missile threat" from the DPRK, the commentary continues:
    The United States is, in fact, the world's biggest nuclear and missile possessor and exporter. It is none other than the U.S. which develops and produces more missiles than any other powers in the world and it is again the U.S. which is hell-bent on threatening and blackmailing other countries with missiles after massively stockpiling them in different parts of the world. The hue and cry persistently raised by the U.S. hawkish quarters over the non-existent "missile threat" from the DPRK are intended to attain a more sinister aim.
    The U.S. plans to deploy in the waters close to the DPRK "aegis" ships equipped with sophisticated interceptor system capable of detecting and striking several targets simultaneously under the absurd pretext of repelling "missile attacks" from the DPRK.
    It is its true intention to mount a preemptive attack on the DPRK any time with a huge missile force after deploying it in areas near the DPRK under the pretext of "coping with the threat" from it.
    If the U.S. hawkish forces do not stop letting loose sheer sophism as part of its shameless anti-DPRK smear campaign, this will only further aggravate the hostile relations between the DPRK and the U.S.


U.S. missile interceptor test assailed in S. Korea

    Pyongyang, July 17 (KCNA) -- The joint measure committee for checking "Missile Defense" system and realizing peace held a press conference by the U.S. embassy in Seoul on July 13, denouncing the U.S. for its missile interceptor test, Seoul-based Yonhap News reported. The committee opened to the public the U.S. administration's document clarifying that the U.S. "MD" is targeted on the northern half of Korea and latest missile "patriot" and other weapons scheduled to be sent to the U.S. troops stationed in South Korea and Japan from next year are to intercept the DPRK's missiles.
    The committee said that the content of the document stresses the need to abrogate the anti-ballistic missile treaty under the pretext of intercepting the DPRK's missiles, making clear that the "MD" is targeted on it.
    The document gives a hint that the u.s. will deploy latest missile "patriot" and other weapons to be used in the "MD" around the Korean peninsula as soon as possible, the committee noted.


Revolutionary principle of Juche idea

    Pyongyang, July 17 (KCNA) -- It is the revolutionary principle of the Juche idea that the masters of the revolution and construction are the popular masses and they have the power to propel the revolution and construction. The principle, which gives a scientific exposition of the position and role of the popular masses in the revolution and construction, constitutes the main content of the Juche idea and represents the revolutionary essence of the Juche idea as the guiding idea of the revolution.
    The popular masses carry on the revolution and construction for themselves. The revolution and construction are, in essence, the struggle for independence of the popular masses. therefore, the revolution and construction are the work for the popular masses and they should carry on it by themselves. Only through their struggle can the popular masses overthrow the old society, build a new society, create a rich and civilized life and carve out their destiny successfully.
    The popular masses are not only the performers but also the main driving force of the revolution and construction.
    Their creative wisdom is inexhaustible and there is no more powerful and resourceful being in the world than the popular masses.
    It is none other than the popular masses who conquer nature, create material wealth, overthrow the old society and build a new society.
    The idea that the masters of the revolution and construction are the popular masses and they have the power to propel the revolution and construction means that the masters of revolution in each country are the people of each country and a decisive factor of victory in the revolution is also the power of the people in each country.
    Revolution is started by the independent demand of the people in each country and propelled by their creative power.
    The revolutionary principle of the Juche idea constitutes the basic principle of the revolution as it clarifies not only the law governing the outbreak and development of the revolution for shaping up the destiny of the popular masses but also the basic factor and way of its victory.


Mammoth rally of Pyongyangites held

    Pyongyang, July 17 (KCNA) -- A mass rally of Pyongyangites was held at Kim Il Sung Square this afternoon with more than 100,000 citizens from all walks of life attending. They met to vow to commemorate the 90th birth anniversary of President Kim Il Sung in the year 2002 with high political enthusiasm and shining labour achievements. present there were Hong Song Nam, premier of the DPRK cabinet, Kye Ung Thae and Kim Jung Rin, secretaries of the central committee of the Workers' Party of Korea, and others.
    The participants evinced their resolution to commemorate the anniversary by paving a wide avenue for the advance in the new century and effecting a radical turn in the building of a powerful nation, single-heartedly united around leader Kim Jong Il.
    At the rally Ryang Man Gil, chairman of the Pyongyang city people's committee, made a report which was followed by speeches by representatives of people from all walks of life.
    The reporter and speakers said that it is the noble revolutionary obligation and bounden duty of all the soldiers and disciples of Kim Il Sung to most significantly commemorate his birth anniversary with high political enthusiasm and shining labour achievements. They referred to the tasks to be fulfilled by the Pyongyangites.
    It is one of the major tasks to spruce up the Kumsusan Memorial Palace where the president lies in state as a solemn sacred temple of Juche.
    It was also proposed at the rally to prepare at the highest level all the functions including a grand mass gymnastic display and art performance "song of sun" which represents the president's exploits performed for the building of the party, the army and the state.
    Special emphasis was laid on the tasks to improve the standard of the people's living and augment the state economic potential.
    A cardinal task facing agriculture in Pyongyang is to channel efforts into vegetable cultivation true to the president's behest that this cultivation is a main thing in agriculture in Pyongyang in order to make a sufficient supply of vegetables to the Pyongyangites in all seasons.
    The rally called on the light industrial field to produce and supply more mass consumption goods including primary consumption goods and basic foodstuffs to the citizens.
    It underscored the need to exert sustained great efforts on the construction of dwelling houses for 30,000 families and put greater spurs to the projects to modernize and build on an expansion basis chicken factories and the construction of the Taedonggang beer brewery and the east Pyongyang catfish factory.
    At the end of the rally came a mass demonstration.


DPRK-France joint communique issued

    Pyongyang, July 17 (KCNA) -- A joint communique was released on the talks between the DPRK and France. The full text of the communique reads:
    The special envoy of the government, ambassador Ho Jong of the Ministry of Foreign Affairs of the Democratic People's Republic of Korea had talks with director of Asia and Oceania Dominique Girard of the Ministry of Foreign Affairs of the French Republic in Paris on July 16, 2001.
    In the talks both sides informed each other of the position of the respective government on the development of the relations between the two countries and held a cordial and useful conversation on the issues of mutual interest in the development of their relations.
    They emphasized in the talks that further improvement and development of the relations between the two countries would promote the process of peace and reconciliation on the Korean peninsula and furthermore, serve as one of the important ways of contributing to peace and security in Asia and the rest of the world.
    Both sides agreed to continue to deepen contact and dialogue between the governments of the two countries in the future.
    In this regard, it was agreed that a delegation of the French Ministry of Foreign Affairs led by director of Asia and Oceania Dominique Girard would visit the Democratic People's Republic of Korea at the end of forthcoming September or early in October.
