KANPC indicts U.S. imperialists for violating Geneva agreement

Pyongyang, January 7 (KCNA) -- The Korean Anti-Nuke Peace Committee today made public an indictment to clearly disclose how the United States has violated the DPRK-U.S. agreed framework reached in Geneva and how seriously the violation has threatened the peace and security of the Korean peninsula and hindered the DPRK's socialist economic construction. The indictment comes as the United States is these days creating greater military threats to the DPRK, crying that the DPRK has violated the Geneva agreement by building a "suspected underground nuclear facility." The indictment said: On October 21, 1994, the DPRK and the United States of America held talks on comprehensive solution to the nuclear issue of the Korean peninsula in Geneva and signed an agreed framework. In the DPRK-U.S. agreed framework called the Geneva agreement, the sides promised to solve the nuclear issue and came to terms on matters of principle arising in the DPRK-U.S. relations. Four odd years have passed since the adoption of the agreement. But, the United States has implemented none of the items agreed on by the two countries. Facts clearly show the United States is the violator of the Geneva agreement. The ground for the two light-water reactors, which the U.S. is obliged to hand over to the DPRK on a turn-key basis after completing them in a responsible way by the year 2003, has not been broken satifactorily even today when nearly half of the set time has elapsed. Accordingly, the full-scale project is so vague that no one can say when it will Be begun and completed. Shipments of heavy oil have also been delayed owing to the U.S. insincere implementation of its obligation. In the Geneva agreement, the U.S. is obliged to ease bans on trade and investment. However, it has tightened economic sanctions, groundlessly including the DPRK in the "list of sponsors of terrorism." The indictment documented the fact that the Geneva agreement has not been fully implemented because the United States and its followers have pursued the anti-DPRK suffocation strategy and confrontation policies. It went on to say: The United States signed the Geneva agreement not because it was truly concerned about the proliferation of nuclear weapons or interested in the improvement of the DPRK-U.S.relations and the peace and security of the Korean peninsula. The real reason is that, unable to stifle the DPRK with strength, the U.S. foolishly planned to put off the time with light-water reactors as a bait so as to block the development of the DPRK's self-reliant nuclear power industry, weaken its economic and military potentials and thus "wither" and "destroy" the DPRK. The U.S. moves to delay implementing the Geneva agreement have created four years of vacuum in the development of our self-supporting nuclear power industry and caused a great shortage of energy, thus having a serious effect on our socialist planned economy as a whole. Direct losses caused by them amount to tens of billions of dollars. If the project of building our self-supporting nuclear power industrial base had been promoted as planned, it would have been completed by this time and, accordingly, there would have been no shortage in the supply of energy and our socialist economy would have produced a great fruition. In the long run, what we have gained in "reward" for faithfully implementing the Geneva agreement are nothing but economic losses. It is common sense in view of international law or usage that if one side does harm to the other side by violating an agreement, it should make compensation or reparation for the losses. The United States has the obligation and responsibility to make compensation for the economic losses inflicted upon the DPRK and must pay for them in any form. The present economic difficulties of the Korean people are wholly ascribable to the wrong Korea policy of the U.S. the frantic racket of the United States and its followers over "suspected underground nuclear facility" and their military threats against the DPRK mean the abandonment of the DPRK-U.S. agreed framework, a declaration of war and provocation against the DPRK. If the U.S., approaching the Geneva agreement with insincerity, continues to delay implementing it although it promised before the world, the DPRK also has no intention of observing it, suffering only losses. The DPRK is fully ready to cope with a declaration of abandonment of the agreement, a declaration of war or any provocation. If the U.S. finally imposes military confrontation in violation of the Geneva agreement, the DPRK will unhesitatingly counter it and not miss the opportunity to wreak the pent-up grudge of national division and accomplish the cause of national reunification. The United States, the South Korean authorities, the Japanese reactionaries and other followers will never flee from the responsibility for violating the Geneva agreement. They would be well advised to clearly see what consequences will occur and stop running rashly.


Intelligence reports of "ANSP" brought to light

Pyongyang, January 7 (KCNA) -- The opposition "Grand National Party" brought to light on January 2 some of intelligence reports of the "Agency for National Security Planning" it confiscated when it occupied a secret office of the "ANSP" in the "National Assembly" building at the end of last year, a Seoul-based radio said. The intelligence reports deal in detail with tendencies of the opposition "National Assemblymen," including moves of the opposition "National Assemblymen" to break with their party, possible joining in the ruling party, whether "National Assemblymen" of influence in minority group of the opposition party are willing to found a new political party or not, the radio said. Among the intelligence reports is a report on a "strategy" to keep a veil over the "constitutional revision for the parliamentary cabinet system," which calls for putting pressure upon the "United Liberal Democrats" on the plea of economic difficulties in a bid to turn down an agreement on the "constitutional revision for the parliamentary cabinet system." The "Grand National Party" threatened to disclose some 40 more intelligence reports, while calling for an immediate closure of the secret office of the "ANSP" in the "National Assembly" building and the withdrawal of the "ANSP" agents.

Pyongyang, January 7 (KCNA) -- The South Korean authorities engage themselves in a desperate anti-DPRK smear campaign from the beginning of the year. On January 3 the Ministry of National Defense published copies of literature which describes the north as "arch enemy" to distribute them to all army units. Such a literature should come as no surprise at a time when the "Minister of National Defense" and other senior officials of the military call for remembering that the "arch enemy" is the north almost every day. In the tawdry literature the Ministry of National Defense growled forth imprecation on the dignified political system in the north, the imprecation which cannot be pardoned at all. It is a well-known fact that while engaging themselves in anti-DPRK diatribe, they have screwed up inter-Korean rivalry through an unbroken chain of provocation. Their recent anti-DPRK diatribe, the climax of those provocation, means that they declared a total showdown with the north, throwing off the hypocritical veil of "dialogue" and "exchange." The South Korean authorities seek in this to prevent the officers and men of the "rok" army from sympathizing with North Korea. They should be mindful that their anti-north smear campaign is a foolish act which will only precipitate their destruction. The Korean people and people's army consider that to devotedly defend the socialist homeland, their destiny and future is life and soul. To this end they are not squeamish in their choice of means and methods. Hawks of the South Korean military deserve a retaliatory punishment for their grisliest crime ever known in history. The people's army keep an eye on their every movement.


"Hanchongryon"-lining students' anti-U.S. struggle

Pyongyang, January 7 (KCNA) -- More than 300 students of the South Korean Federation of University Student Councils (Hanchongryon) held a rally for an anti-U.S. struggle at Hanyang University on January 5 and staged a demonstration, the January 6 issue of the South Korean Choong-ang Daily said. The demonstrators voiced opposition to the U.S. domination over and intervention in South Korea under the International Monetary Fund regime, fiercely fighting with the police hell-bent on suppression.


Joint New Year Editorial supported abroad

Pyongyang, January 7 (KCNA) -- The International Liaison Committee for Reunification and Peace in Korea released a statement on Monday supporting the joint new year editorial of the newspapers of the party, army and youth league. The statement says that on the New Year Korean leading newspapers, including Rodong Sinmun, called upon all the Korean people to let the year 1999 mark a turning-point in building a powerful nation. The editorial called upon the Korean people to push ahead with a second grand march of Chollima under the leadership of General Secretary Kim Jong Il as they built a socialist country, independent in politics, self-supporting in the economy and self-reliant in national defence, on the ruins through the grand march of Chollima under the guidance of President Kim Il Sung, the statement says. Especially, the statement says that the editorial called upon all the Koreans at home and abroad to get united under the uplifted banner of national reunification irrespective of difference in ideology, ideal, religious belief, political view and class and social stratum. The statement says that the International Liaison Committee for Reunification and Peace in Korea, as well as the world progressive people, expresses full support for the joint editorial and will more courageously conduct an international solidarity movement for achieving the Korean people's cherished desire to live in a reunified country independently and peacefully .


Bust of DPRK hero Jo Tong Su unveiled

Pyongyang, January 7 (KCNA) -- Ryongam Senior Middle School in Myongchon county, North Hamgyong Province, was named after Jo Tong Su, a hero of the DPRK, and his bust was erected at the school. Jo Tong Su set a living example in defending the leader devotedly. The school was named after the DPRK hero and his bust was unveiled with due ceremony recently. It was said at the ceremony that the eternal image of the DPRK hero Jo Tong Su to whom General Secretary Kim Jong Il gave prominence reflects his great loving care to convey the exploits of the hero along with the times and history and his great expectation that the arriving generations will live like the hero who remained faithful to the party and the leader. Pyongyang, January 7 (KCNA) -- The Japanese government made a legal decision to develop information-gathering satellites. Synchronising with this, the Ministry of Foreign Affairs of Japan published a "report" on "missile threats" from the DPRK. Commenting on this fact, a news analyst of Rodong Sinmun today says: Japan's recent movements show that the Japanese reactionaries are trying to make a military showdown with the DPRK in cahoots with the United States. It is an established fact that Japan will join in a second Korean war which will be unleashed by the United States. U.S. imperialists hit for new war provocation moves

Pyongyang, January 7 (KCNA) -- A meeting was held in Bangladesh on Dec. 30 last year to denounce the U.S. imperialists for new war provocation moves. A.F.M. Mahbubul Huq, chairman of the Bangladesh Left Democratic Front in his speech bitterly denounced the remarks made by U.S. President Clinton in Seoul and a U.S. plan for unleashing a new war, considering them extreme provocation and reckless war hysterics which pose grave threat to world peace. United we win, divided we fall

Pyongyang, January 7 (KCNA) -- Rodong Sinmun today in a signed article points out that all the anti-imperialist independent forces should strengthen unity and solidarity to successfully carry out the human cause of independence. It says: It is a historical truth proved in practice that united we win divided we fall. Imperialism resorts to every conceivable means for its dominationist purpose of aggression and plunder. Therefore, the struggle against it requires unity and solidarity among the anti-imperialist independent forces. Dangerous moves of U.S. and Japanese reactionaries for war provocation against north

Pyongyang, January 7 (KCNA) -- The support of the U.S.troops present in South Korea will be strengthened "in case of provocation by the north" from this year, according to a report of the South Korean Newspaper "Choong-ang Daily" dated Jan. 5. In this regard, the Minister of "National Defence" of South Korea on Jan. 5 announced that "an agreement was reached on establishing the cooperation system between South Korea and the U.S." to provide against "limited provocation by the north".
