Papers give an account of symposiums held by men of the press and party cadre training officials on this occasion. Papers carry articles on the fact that although President Kim Il Sung ratified a decree of the Central People's Committee of the Democratic People's Republic of Korea "on instituting February 16, the birthday of the dear leader comrade Kim Jong Il as a supreme national holiday" on February 7, 1992, it was not made public for three years because of the humbleness of General Kim Jong Il. Rodong Sinmun carries news that preparations for the first exhibition of Kimjongilia progressed toward the final stage and the national art exhibition celebrating the February holiday was opened. An article of the paper says that the Korean people keep deep in their mind mother Kim Jong Suk, an anti-Japanese heroine, as a great paragon in defending the leader at the risk of life.

Sinister intention

Pyongyang, February 7 (KCNA) -- Some Japanese officials say Japan now has no plan to render food assistance to the DPRK and that the normalisation of bilateral ties is a precondition for economic assistance. These remarks reveal the crafty intention of the Japanese reactionaries to put a brake on humanitarian assistance that is conducted in accordance with norms and usage of international relations and to use the humanitarian issue for their sinister political purposes. Many countries and international agencies render food and other relief goods to the DPRK, which was hit by floods for the last two years. There is no political string to their humanitarian assistance. It is only Japan that uses the food problem for pressure on the DPRK and raises a political issue such as "normalisation of diplomatic relations" as a precondition for economic assistance. This immoral behavior is a challenge to the humanitarian idea and principle recognised by the international community. Japan has let no chance pass by without calling for "normal ties" with the DPRK. This issue has not been settled entirely because the Japanese authorities have not renounced their hostile policy toward the DPRK and have not sincerely atoned for their past crimes. Lurking behind the precondition raised by them this time is a sinister intention to avoid renouncing their hostile policy toward the DPRK and atoning for their past crimes by crafty means. A war criminal state that committed heinous crimes against the Korean people, Japan still refuses to atone for the past, though it is more than half a century since the war. Japan must set out on postwar settlement without delay, mindful that the normalisation of diplomatic relations is a matter of choice but the postwar settlement is an unavoidable issue. If Japan continues resorting to crafty moves, dreaming a daydream, it will bring into bolder relief its political and moral vulgarity and will face criticism from the Korean and other Asian people.

Paper urges U.S. to ponder it over

Pyongyang, February 7 (KCNA) -- Rodong Sinmun today urges the United States to ponder it over as there are some moves in the U.S. that mar the spirit of the DPRK-U.S. framework agreement. An analyst of the paper says: Recently, South Korean mass media said the Carnegie Foundation had worked out a report to the effect that the U.S. would continue placing Japan and South Korea under its "nuclear umbrella," which means the use of U.S. nuclear weapons in case of "conventional attack" on South Korea. The voice of America also broadcast this news. The report of the Carnegie Foundation reflects the high-handed attitude and nuclear policy of the U.S. toward the DPRK. The continued placement of South Korea and Japan under U.S. "nuclear umbrella" indicates that the aggressive nuclear strategy of the U.S. remains unchanged in the post-Cold War period and is mainly targeted at the DPRK. "Conventional attack" on South Korea is a groundless fiction. It is very irresponsible for the U.S. to talk about the possibility of the use of nuclear weapons on the Korean Peninsula while the nuclear activity is frozen in the DPRK. This is, in fact, as good as urging the DPRK to go its own way. If the U.S. Does not intend to keep its commitment not to use nuclear weapons against the DPRK, we have no idea of keeping up our nuclear freeze. This is an issue that belongs to the exercise of our sovereignty. If the implementation of the framework agreement and the moves for better ties between the DPRK and the U.S. are suspended due to the U.S. nuclear policy toward the DPRK, it will not be good for the U.S., either. We will continue watching the U.S. attitude and act accordingly.

Impudent "human rights judge"

Pyongyang, February 7 (KCNA) -- It has been reported that the U.S. State Department in an "annual human rights report" referred to "human rights problems" in some 190 countries and said the human rights situation in North Korea has not been improved. The false "report" is a total distortion of the situation of the DPRK and a shameless interference in its internal affairs. The United States tries to convince public opinion of "human rights problems" in the DPRK through its "annual human rights report" every year. We can never remain an onlooker to this attempt. There is no "human rights problem" in the DPRK where the leader, the party and the masses are united in one mind and step up their onward movement under the red flag of revolution. The United States is not in a position to slander other countries over human rights issue. It is ridiculous for the U.S. to act an "international human rights judge" while making no mention of human rights violations thriving in the U.S. the United States aims to use the "human rights issue" as a means of political pressure, threat and interference against the DPRK and other independent nations by misleading world opinion. The U.S. attempt to spoil the image of the DPRK over "human rights issue" is futile. The United States had better mind its own business.

Statement on hundreds of millions of won given to S. Korean politicians

NDFSK on truth behind secretive passage of laws in S. Korea

Pyongyang, February 7 (KCNA) -- The propaganda department of the central committee of the National Democratic Front of South Korea (NDFSK) issued a document on January 27 on the truth behind the Kim Young Sam regime's secretive passage of evil laws, the Seoul-based radio voice of national salvation reported. The document says in part: The Kim Young Sam regime talks about "legitimacy" and "inevitability" of the revision of "Labor Laws" and "Law on the Agency for National Security Planning" in an attempt to calm down the public protests, but will not be able to conceal its sinister intention and the truth behind the criminal passage of the laws in the absence of opposition "lawmakers." The secretive passage of eleven "bills" including the disputed ones is linked with the serious government crisis of the Kim Young Sam regime. Kim Young Sam ordered the "government" and the ruling party to step up the enactment of evil laws, with a view to bridging over the serious crisis with "tough politics" and winning conservative-minded voters over to the ruling camp in the upcoming "presidential election." Under his secret directive, the fascist "New Korea Party" railroaded eleven "bills" including the amendments of the two disputed laws under the chair of the "deputy speaker" in a predawn "parliamentary" session where "speaker" Kim Su Han and opposition "lawmakers" were absent. Upon hearing the news about this secretive passage of laws, the opposition parties declared the evil laws null and void and announced that they would take strong legal and physical countermeasures. The labor interests including the "Korean Confederation of Trade Unions" and the "Federation of Korea Trade Unions" went on general strike, driving the "government" and the ruling party into a tight corner. The international confederation of free trade unions and other international labor organisations issued statements of protest and all the South Korean people increasingly criticised the undemocratic enactment of evil laws. However, the heinous dictator, Kim Young Sam, endorsed and promulgated the evil labor laws on December 31. The secretive passage of laws has not given a way out for the "civilian" dictatorship but will precipitate its ruin. Whatever tricks Kim Young Sam's fascist "New Korea Party" may resort to, the people's struggle for democracy in society, the three rights of labor and national reunification will develop into a national uprising to destroy the "civilian" dictatorship, and Kim Young Sam will meet a more miserable end than the preceding dictators did for his heinous crimes against the nation and the people.

Most realistic proposal for reunification

Pyongyang, February 7 (KCNA) -- The proposal of a joint meeting of political parties and organisations in North Korea for convening a joint conference of representatives of political parties and organisations in the north, the south and overseas is the most realistic one reflecting the aspiration of the nation for the country's reunification, Rodong Sinmun today says, and continues: The present acute situation of the Korean Peninsula makes it incumbent upon all the fellow countrymen to redouble efforts to realise national independence and preserve peace of the country. The only right way of our nation to tide over the present difficulties and open a phase of peaceful reunification is to carry through the three principles of national reunification -- independence, peaceful reunification and great national unity. National independence is the preferential banner of all fellow countrymen to make this year a "year of solidarity of Koreans in the north, the south and overseas for national independence and peace". All the Koreans should smash the South Korean rulers' dependent, flunkeyist and traitorous policy under the banner of national independence. The solidarity of Koreans in the north, the south and overseas is the basic guarantee for national independence and peace. It is the basic way of achieving national independence and preserving peace that all the patriotic pro-reunification forces in the north, the south and overseas unite close, transcending differences in ideology and system, political view and isms. When representatives of all the political parties and organisations and individual persons in the north, the south and overseas who have will to realise national independence and preserve peace of the country, get together this year, the 25th anniversary of the publication of the historical July 4 Joint Statement, and reaffirm the three principles of reunification, a reunification program common to the nation, and consult measures for promoting mutual solidarity and unity, it will give a new hope for reunification to all fellow countrymen and open an epochal phase in accelerating peaceful reunification.

S. Korean defectors interviewed

Pyongyang, February 7 (KCNA) -- Kuk Chol Jung, 36, and his wife and children, who defected to the north from South Korea some time ago, today met with home and foreign reporters at Pyongyang Koryo Hotel. Kuk was born in Kwangchon-ri, Toksan-myon, Yesan county, South Chungchong Province. He and his wife, Ryu Kyong Ok had engaged in lighting fixtures manufacture in Seoul until they came over to the north. They said that in south korea the privileged people are left unpunished even though they commit murder and the poor people are ignored even though they are mistreated and victimized. "out of the desire to leave such society, we have come to the north, under the respected General Kim Jong Il's administration for the people, together with our children," they said. Revealing the corruptness of South Korean society, they said the South Korean people have no longer believed in Kim Young Sam and other South Korean authorities. It is their choice to topple the corrupt society and build a new society serving the masses, they said. They noted that South Korean society, where the "government" authorities are taking the lead in amassing illicit wealth and fostering injustice and evil things, will surely collapse like Songsu Bridge and the Sampoong Store. Kuk Chol Jung referred to the reverence for General Kim Jong Il ever growing among South Korean people. He said: "South Koreans unanimously say General Kim Jong Il's visit to Pamnunjom is a courageous action which can be done only by the nation's savior who deem the whole nation's pain his own and has a matchless grit and will to save the destiny of the fellow countrymen. "It is only he who will save and defend the destiny of the nation. Nothing can block the South Korean people from tending towards the north guided by him." He vowed to do his utmost to defend General Kim Jong Il at the cost of life as the people of the north do. Ryu Kyong Ok said, "Everyone I have met was very kind to my family. In the future, I will work hard for General Kim Jong Il as a member of his family."
